Arboricultural Impact Assessments and Project Arborist Services, Sydney

Trees are one of the most common reasons a DA stalls. An encroachment nobody drew, a neighbour's tree left off the survey, or an AIA that doesn't match the final plans can each cost weeks. We stop that happening by getting accurate tree data to your design team first, assessing the final submission set properly, and then certifying tree protection all the way to the Occupation Certificate.

We have worked closely with Sydney's LGAs, including on councils' own projects, and we also assess arborist reports on council's behalf, so we know exactly why reports get sent back. That means our submissions go through more smoothly, with fewer RFIs and a quicker path to determination.

Who it's for: architects, building designers, builders, developers, planners, landscape architects, schools and government project teams.

Built on AS 4970:2025

AS 4970:2025 Protection of trees on development sites replaced the 2009 edition in May 2025. The changes affect how your plans are assessed:

  • Notional Root Zone (NRZ). The calculated root zone is now called the NRZ. The TPZ is now the area the project arborist actually protects on site.
  • Three encroachment categories: minor, moderate and major. Moderate and major encroachments need the project arborist to show the tree will stay viable. That can involve non-destructive root investigation, which is exactly what our LiDAR 3D root mapping provides.
  • Tree Protection Specifications (TPS) and Tree Protection Plan (TPP). The written specification and the scaled drawing now have clear, separate roles, and both must be kept up to date as the design changes.

Our reports, ArborCAD calculations and plans use the current terminology and method, so council isn't reading a report written to a superseded standard.

Stage 1: Pre-AIA (concept and design development)

  • We inspect and record every relevant tree, including neighbouring and street trees whose root zones extend into your site.
  • We locate trees the survey missed with a Trimble DA2 GNSS receiver and Catalyst, accurate down to 1 cm.
  • We plot the tree survey over your survey base plan and supply ArborCAD plan sets showing tree locations, NRZs and SRZs, ready to pass to every discipline: architectural, landscape, civil, stormwater and services.
  • We assess retention value and give early design guidance while the design can still change, including footprint and setback advice and tree-sensitive construction options such as pier and beam, suspended slabs, cantilevers and screw piles.

The result: every consultant designs from the same tree data, and encroachments are fixed on paper rather than in an RFI.

Stage 2: Arboricultural Impact Assessment (DA submission)

  • An ArborCAD impact assessment of the final, coordinated submission set that calculates each proposed encroachment, above and below ground, for every tree.
  • Encroachments categorised under AS 4970:2025, with evidence of tree viability where it's needed, including root mapping where the design comes close.
  • Justified retention and removal recommendations, plus replacement planting advice where council requires it.
  • Tree Protection Specifications and a scaled Tree Protection Plan to suit the consent.
  • Recommended conditions and hold points, written the way Sydney councils expect.
  • Addendum letters if council issues an RFI.

Stage 3: Project Arborist (CC to OC)

  • Updated TPS and TPP for the Construction Certificate set.
  • Pre-commencement certification that tree protection has been installed as specified.
  • Supervision of work within the TPZ, including excavation, demolition, pier holes and service trenches, with root pruning carried out to AS 4373-2007 where approved.
  • Monitoring inspections and photographic compliance reports at each hold point.
  • Final compliance certification for the Occupation Certificate.

What you send us

What you send us: the site address, the survey base plan, and the current or final plans (architectural, landscape, stormwater and services). For Stage 3, also send the consent conditions.

Turnaround: every quote is based on the time on site plus a full desktop day producing the ArborCAD plans, and it states when you'll receive them.
